For the cert or station cash bargain hunter:
First off an easy suggestion:
Marauder weapon is most important before anything else on a harasser in the beginning.
low levels in turbo/comp armor/scrapper chasis as you can see in the cert charts the first levels are minimal expenditures.
I recommend marauder at first, maybe some mag size certs (the first two are cheap) and get a cert into turbo as well as comp armor. Definitely want the engineer's tool to be certed into as well (if anything just the first few levels as they are cheap) because when you're low on your harasser hp and you're in a corner hiding or on the back of the harasser repairing every little bit helps. If there's one thing you do a lot on a harasser everytime is repair it as it is so weak in the first place. Extra ammo and thermal vision as well on your marauder or whatever gun you choose as at night time or hard to see places like trees or hiding infantry in bases the thermal vision makes it super easy to shoot for your gunner.
1. Marauder (or whatever weapon you prefer)
2. Turbo
3. Max Ammo first few are really cheap definitely more important if you are in for a long time in combat
4. Mag Size lvl 1 and 2
5. Thermal
6. Comp Armor low lvls
Weapons are hard as they are so many certs but definitely if you see yourself fighting armor a lot
bundles are great as they are 50% if you are going to spend sc on it.
The three slots to fill are as follows for my harasser:
Turbo
Comp. Armor
Scrapper Chasis
weapons: in this order of preference
1.Marauder
2. Vulcan
3. Fury
4. Halberd
For Harassers I haven't heard of a solid agreement but I roll with scrapper chasis for reverse speed and turning because you reverse sometimes when you need to move and repair as well as getting stuck against a wall or something and taking a long time to turn around sometimes helps. The surger chasis goes up hills but I don't find that necessary in a lot of my battles yet. The Racer chasis I have not used yet but I do know that imo the top speed isn't very advantageous and the acceleration hasn't come to appeal me yet.
I think everyone can agree turbo is crucial to a good harasser so cert into that some but it is costly so be careful there on spending a ton of certs into it only a few levels at first is fine. The turbo levels only improve the regeneration of the turbo fuel. Don't get fooled into thinking you will be going 'turbo' twice as long if you upgrade. Composite Armor is great as it can save you from a single c4 from a Light Assault which can happen among other small arms fire. Other advantageous vehicle cert upgrades are a single lvl in gate diffuser as we sometimes use it to enter the amp station outer walls and inside the A point especially with a sunderer.

Fury is perfect for infantry but has enough damage to kill armor sometimes. I choose it for when there is little armor and mostly infantry
Halberd is a one shot rocket and works great for armor as you have a shot then you can get out of there fast and not stick around as much as a vulcan or fury would. Halberd is also great for distance and small groups of infantry as it does a one shot kill on infantry.
