We are going to be using the Harasser a LOT. Here's how you should spend your certs.
Every Harasser we use will at all times be fitted with a shield diffuser. If you're in Spec Ops, spend those 100 certs. It's the most useful thing the Harasser can do, and it's what sets it apart tactically. You may not always be using it, as you would with Turbo, but when you need it, there is no substitute, and having it all the time is what makes it useful.
Besides that, nothing is mandatory, but here's my suggestions.
The Halberd is your best anti-vehicle weapon, and it's also gonna enable us to take out turrets easily. A versatile tool, and only 250 certs. Get this if nothing else, as you won't have to spend too much.
The Bulldog is a great anti-infantry tool with its splash damage. An underrated weapon IMO, better than the Fury for anti-infantry, and capable if you score direct hits on a vehicle.
The Fury is the jack-of-all-trades. It's probably gonna be a favorite, and I don't need to explain its merits.
The Harraser might make an interesting AA platform, but we can carry AA MAXes for that, and AA weapons are less versatile. Plus, we'll have Skyguards in a convoy. I'd recommend one of the other weapons, but if you do go AA, just get a MAX with Fractures to compliment you.
With the overall weakness and vulnerability to small arms fire, Composite Armor seems an obvious choice for the defense slot. Your speed can save you from lock-ons rather than vehicle stealth, and I doubt mine guard or nanite repair is gonna save you in a pinch.
I have not extensively tested the chassis in VR training, but Scrapper seems to be the best fit for me. The vehicle benefits a lot from that maneuverability, ESPECIALLY the tighter turning radius. It seems like it's already a competent hill climber, though there are some side canyons and the like that it can't handle, but Surger still doesn't seem to stack up. Racer is a tempting choice, but would actually be counterproductive if we're running with a convoy.
That said, if you pick Racer or Surger, you'll have something others don't. If you choose that option, you may end up being the Harasser chosen to go ahead and scout another base, or back-cap, or whatever.
And don't forget, each level of cooldown reduction gives you a minute. That's only 61 certs to take away almost a third of the cooldown.
