In summary: Higher sensitivity assists those with high reaction times and flinch skill.
Low sensitivity assists headshots and precision
Planetside 2 awards reactionary skill more than precision skill, but a balance is needed.
Counter strike is a good example of precision skill as headshots and tagging opponents are crucial
CoD is a good example of reactionary as the TTK is short
Planetside is mixed but, I find myself using high sensitivity and it's done good for me.

I have a Logitech G500 mouse. I generally run with high sensitivity, but I have a side button that drops the DPS down low while held. I use it to steady my aim when sniping, using AV turrets, and often when manning a vehicle turret. It's like a second layer of holding shift to steady your aim.
If you have a mouse with this function, I STRONGLY suggest you use it. It's a great asset. If you're looking for a new mouse, seek out one that has this functionality. Logitech's software will do it, there's also a Corsair mouse with a dedicated button for that that I'm thinking of getting myself.

Top video is great. Watched that one a long time ago. The others are damn good too. I have a Corsair M60 that has that same "sniper" button. Works great for when you want that super low DPI. I play with a pretty high DPI for normal use, mostly because I don't have a lot of space for my mouse. Need longer desk.....
